Which creates a serious dilemma for the unpopular Green Zone Government in Iraq... How do you govern when you can't even leave the Green Zone safely...?
A better approach would be to let neighborhoods protect themselves...and then link up with other neighborhoods...until an ACCEPTED LEADERSHIP GROUP is estabilished at the local level...then the regional level...finally to a true national concensus.
BAGHDAD IS A CITY OF NEIGHBORHOODS...TO DENY THIS IS TO MISS A KEY POINT ON HOW TO GOVERN THE PLACE... YOU SIMPLY DON'T SEND SHIA POLICE INTO SUNNIS NEIGHBORHOODS...OR SUNNI POLICE INTO SHIA NEIGHBORHOODS...OR KURDS ANYWHERE EXCEPT IN KURDISH NEIGHBORHOODS...
NOW HOW HARD IS THIS TO UNDERSTAND...? EVEN DUBYA AND RUMMY SHOULD BE ABLE TO SEE IT!
