Could New Orleans be "re-built" on a series of "canals" in the various neighborhoods
...ala Venice, Italy....?
This would solve the "water problem" and provide recreational and tourist appeal at the same time!
Clearly something different is called for...instead of a French Quarter Disneyland....perhaps an Italian motif could be added...
