With Israel and US interests...as only secondary targets.
The notion being that if you cut off support from the cold war middle eastern autocracies...the influence of the west in the middle east will go with them onto the scrap heap of history.
Osama seems very very content to fight the west in the middle east...and not to "fight us here" as Dubya likes to say... In other words, direct attacks on the west are a tactic but not the stragegy of the Islamists.
