A little rough treatment has always been the name of the game...when questioning suspects
You just don't issue a written policy statement about it... That's where the Bushies went off the tracks... You don't print a "Torture Manual" and tell the public about it... Its supposed to be a secret...!
As we saw today...the CIA can do things that are out of the range of the regular military...
The CIA can act as "police" and are not limited by the Laws of War...which is a huge advantage...
