I think the word Bubba means "willfully stupid and proud of it"
...that may be unique to America...at least in the numbers of them...
The peasants of Eastern Europe could be seen as "Bubbas" in that they often acted without knowledge... But they were massively oppressed...so perhaps not...
BUT back then there was a respect for knowledge AND "smart people" "professors"...not this Teabagger mythology that has no real academic support. America's "anti-intellectual" bias has been written about for a long time...
My sense is that Americans have NEVER SUFFERED ...and have always had it "too good"... There is, or was, a dogma that America was "exceptional" and that the rules did not apply to us...
Those daze could be ending...and perhaps are already over...
