The notion held in Washington that somehow the "election" of a "permanent government" will stem the insurgency is just more "misson accomplished" thinking...
Very likely the violence will subside for election day...and then increase to "normal" levels after the election... This has been the pattern for past elections.
Still, the very notion of Sunni, Shia and Kurd "forming a government" that is not based on acceptance of the US occupation forces...is unlikely.
Of course there will always be the "election to amend the constitution...?" As a new "turning point..."
